I hate Perl CPAN
Installing my own CPAN Perl module, Net::Amazon::S3::Tools, on a stock FC10 or Ubuntu Jaunty system, is a major PITA, even for me, it's author, due to CPAN dependency Hell.

Perl sucks a little bit more each passing month...

CPAN the collection is wonderful. CPAN the technology is awful.

It's asking for trouble mixing a yum or apt system with CPAN; better to rely on the distribution's own packages of the code. It looks like someone's already put together the Debian package, but note I haven't tried it.

And if there's something you want that's not packaged, the dh-make-cpan automation is a thing of beauty. And I say this as a categorical Perl Hater.
