Switches for each outlet is standard in Australia, and has been for at least 40 years. I assume the same is true in NZ. I have no idea whether it's actually required by some regulation, or it's just How Things Are Done, just like having switches go down for on and up for off, the opposite of the USA convention.

Seeing a outlet without a switch wouldn't shock me, but it would be unusual. The switch 'direction' may have started as How Things Are Done, but now a 'wrong' switch needs clear signage.
