I just got a call on my cellphone from this number. It was an immediate hangup. Googling the number says its a shady fly by night place that claims to be AmEx collections.

What I read about this is interesting. These folks are giving fantastic support to the telephone company. At least ten times a day we get calls from them and when we answer, there is no one there. Further, neither The Church nor anyone with The Church has or would have an American express Card.

It's AmEx trying to sign up new customers.

Confirmed. It's actually American Express calling (in violation of the Federal TCPA - Do Not Call legislation) and violation of their own stated policy on their web site. They are calling hundreds of thousands of people from a huge call center in Arizona in an attempt to try to sign up new AmEx customers. You are entitled to sue them for a minimum of $500 for every time they call you -- so keep track of these calls (just take a digital picture of your caller ID). Check the web for sites with instructions on how to sue. It's actually quite simple, and AmEx will settle 99% of the time before it even gets to court. Let's show AmEx that they'are not above the law. Good luck!
